The HOA Board on one or more occasions has met without giving proper notice to homeowners/members. This is in violation of the Forida Statutes:
Section 617.303(2), Florida Statutes require that all meetings of the board of directors of a homeowners' association be open to all members of the association. A limited exception is recognized for meetings between the board and its attorneys to discuss proposed or pending litigation where the contents of the discussion would otherwise be governed by the attorney-client privilege. Pursuant to section 617.303(2), a meeting of the board occurs whenever a quorum of the board gathers to conduct association business. The statute further prescribes the notice to be given for meetings. Notwithstanding the general notice requirements prescribed in the statute, section 617.303(2) recognizes that communities with more than 100 members may provide in the association's bylaws for a reasonable alternative to posting or mailing of notice for each board meeting. Section 617.303(3) provides for minutes to be taken.
HOA president has been asked to put this item on the agenda for the next meeting to be discussed.

New "Fence Committee" formed

A committee has been assigned to propose a plan for fencing-in the parameter of Paradise Preserve. The committee members are Sharla Valeski (chair), Steve Pelligrino, Doug Doane, and Danial Cavelier. Steve Pelligrino has had a plan for altering the existing fence along Dutton Island Drive and has several ideas for barrier solutions by the fountain. Doug Doane and Danial Cavalier have already put time into solutions and are willing to lend more time for this project. Sharla wants to put the ideas of these three homeowners into a concise plan that will protect Paradise Preserve. The use of defensive foliage and electronic deterrences are also being explored.
Re-Cap of February HOA Meeting
The first HOA meeting for 2009 took place February 2nd, 2009 at Billy and Shelly Hart's residence. All board members were present but overall attendance was low. Mike Paschell (HOA President) announced a new procedural forum in which homeowners are allowed to participate more in the meetings. Attending homeowners were encouraged to voice complaints, concerns and opinions.
Mike voiced a dissatisfaction with our management company, Signature Realty. There was a general discussion as to their effectiveness. Mike has asked homeowners to notify him whenever the management company is called with a community complaint.
It was suggested by Sharla Valeski that the election be held at a different time of year. Her reasoning being that it's a hardship for the board to produce a budget so quickly. The board decided to look into this but it was noted that the bylaws would have to by changed.
There was a long discussion regarding the gate codes. Mike had been informed (by a city official perhaps) that issuing more "electronic clickers" to each household and getting rid of codes would be more effective at maintaining security. No decision or conclusion was reached.

Paradise Preserves Board stays the same in 2009
On January 12th, 2009 the board of directors for the Paradise Preserve Homeowners Association were elected via ballot. Melissa Carr, Billy Hart / Shelly Hart, Derick Lichty, Mike Paschall, and Steve Taylor have all agreed to serve on the board for a second term and have set the first meeting for Monday, February 2nd at 7PM at the Harts residence. It was announced at the board meeting that Paul Nichols has divided his properties between two corporations - Bestcon, Inc. and Bestcon of Jacksonville, Inc. The Bestcon, Inc. properties (11 lots, 2 with houses) will be bank-owned. Bestcon of Jacksonville, Inc. has 12 lots belonging to Paul.

Board of Directors - Election and new meeting
On January 12th, 2008 the board of directors for the Paradise Preserve Homeowners Association were elected via ballot. Melissa Carr, Billy Hart / Shelly Hart, Derick Lichty, Mike Paschall, and Steve Taylor have all agreed to serve on the board and have set the first meeting for Monday, January 28th at 7PM at the Harts residence.
Paul Nichols has agreed to participate as a consultant and Billy and Shelly Hart are acting as interchangeable board members with one (board) vote between them.
Paradise Preserve homeowners may attend the board meetings but participation is limited to board members.
